Increase in scholarship monthly allowance?

I was in Johor Bahru for 4 days since last Tuesday, and when I arrived home people were talking about the Malaysian Budget 2008. I have not read the whole thing yet, but there's one point noted out that stood out!

59. The Government at present sponsors a total of 17,000 students in universities overseas. The Government has already increased the cost of living allowance (COLA ) for students studying in Australia, New Zealand, Egypt and South Korea in 2006. Effective September 2007, the Government will increase the COLA for students in the United States, United Kingdom and Canada by up to 97%, almost double the current rate.

maann...i wish this was true. A jpa officer came to my university a few days ago and explained to us in detail how this increase works. It is a good news for students living in rural areas. However, for those who live in a big city like NYC, the 2008 budget is not really a good news because JPA is longer paying for on campus housing. The rent rate here is $900/month (on/off campus), yet the allowance has only been increased to $1200/month (previously $770). After paying the rent ($900), there is only $300 left (previously $450 based on 60% of $770 due to living oncampus without meal plan). So, technically, it is a decrease rather than increase. azad, makin ensem ko ek :)
